I have the honour to confirm my cypher tele-

-gram of the 20th. July of which the following is a paraphrase:-

On July loth, Canton declared its independence, the Governor-General and local officials all belonging to Kuo Min-tang party. The merchant classes Chinese in Canton and in Hongkong are in favour of president Yuan Shih-kai. No disorder.

I take this opportunity of forwarding copy of despatch from Consul-General Jamieson to His Majesty's Charge d'Affaires at Peking reporting on the situation.
